  • Course of Action (COA)

    COAs are built upon the analysis of the current conditions and the review of the current risk and the development of trends within the City of Orono, evaluating the need for additional resources to enable Orono to provide services for the present and into the future.

  • Duty Crew

    A duty crew is a format of staffing for fire service in which firefighters are paid to work from the station and respond to fire calls from the station. Duty crews are responsible for department response citywide to all incidents. While on duty, crews also conduct additional training, perform station and equipment maintenance, and support public events.

  • Joint Powers Agreement (JPA)

    Contracts between two or more public agencies - such as a city, county, school district, fire service or other public utility - which allow the agencies to cooperatively provide services or exercise shared powers outside each agency's normal jurisdiction.

  • Paid-On-Call Firefighter (POC)

    Paid-On-Call firefighter is a format of staffing for fire service in which firefighters are paid for the calls they respond to and they respond to the station from their everyday life. They are required to respond to a certain percentage of calls and trainings to maintain their active status as a volunteer on the department.
